These are the Norris twins, Mark and Jon (I'm not sure which is which... although I kind of think that whichever twin is on the right is actually more attractive), photographed by Arnaldo Anaya-Lucca.
Anaya-Lucca does a lot of his best work in black and white, but I can't decide if I like the twins like this or with the big blonde quiffs I've seen them with in other photos.
